S7 Habitat Areas of Particular Concern

These amendments revise the FMPs by identifying and describing essential fish habitat (EFH) and designating habitat areas of particular concern. They also include measures to minimize, to the extent practicable, adverse effects on EFH. This action is necessary to protect important habitat features to sustain managed fish stocks.

S9 Essential Fish Habitat

These amendments revise the FMPs by identifying and describing essential fish habitat (EFH) and designating habitat areas of particular concern. They also include measures to minimize, to the extent practicable, adverse effects on EFH. This action is necessary to protect important habitat features to sustain managed fish stocks.

S4 Establish License Limitation Program

This amendment, submitted by the North Pacific Fishery Management Council established the License Limitation Program (LLP). The LLP limits the number, size, and specific operation of vessels that may be deployed in the groundfish fisheries in the exclusive economic zone off Alaska, except for demersal shelf rockfish east of 140 deg. W. long. and sablefish managed under the Individual Fishing Quota (IFQ) Program.

S 5 Essential Fish Habitat

(Amendments 55/ 55/8/5/5). These amendments describe and identify essential fish habitat (EFH) in Alaska, and risks to that habitat, for groundfish, scallops, salmon, and king and Tanner crabs.

S1 One Year Closure

The management measures established under Amendment 1 and implemented by this final rule include: gear and efficiency restrictions; scallop registration areas and districts; procedures for specifying total allowable catch and crab bycatch limits; time and area closures; in-season management authority; fishing seasons; observer coverage requirements

S2 Vessel Moratorium

The purpose of Amendment 2 is to curtail increases in fishing capacity and provide stability for industry while the Council develops a long-term limited access system for this fishery. This action is necessary to promote the conservation and management objectives of the FMP.

S3

Scallop amendment 3 delegates to the State of Alaska the authority to manage all aspects of the scallop fishery, except limited access. This final rule repeals all Federal regulations governing the scallop fishery off Alaska, except for the scallop vessel moratorium program. This action is necessary to eliminate duplicative regulations and management programs at the State and Federal levels and is intended to further the goals and objectives of the FMP.
