C5 Establish License Limitation Program

This amendment, submitted by the North Pacific Fishery Management Council established the License Limitation Program (LLP). The LLP limits the number, size, and specific operation of vessels that may be deployed in the groundfish fisheries in the exclusive economic zone off Alaska, except for demersal shelf rockfish east of 140 deg. 57 Pollock Bottom Trawl Gear Prohibition, Reduce Crab and Halibut Prohibited Species Catch Limits

Amendment 57 prohibits nonpelagic trawl gear in the directed non-CDQ BSAI pollock fishery, applies pelagic trawl performance standards at all times, and reduces crab and Pacific halibut bycatch limits. The action is intended to reduce bycatch and support the goals and objectives of the FMP.

56 Revised Overfishing Definitions

Amendments 56/56 revise the definition of overfishing levels (OFL) for groundfish species and species groups in the GOA and BSAI Fishery Management Plans. The amendments are intended to ensure compliance with the Magnuson-Stevens Fishery Conservation and Management Act and support the Council’s ability to achieve optimum yield.

45 Permanently Extend Community Development Quota Allocation

This amendment permanently extends the allocation of pollock to the Western Alaska Community Development Quota (CDQ) Program, removes squid from the CDQ Program, and revises pollock CDQ catch accounting regulations. The action implements Amendment 45 and provisions of the American Fisheries Act to improve management of the CDQ Program.

51 Inshore/Offshore III

Re-established the catcher vessel operational area in the Bering Sea and restored the allocations of pollock and Pacific cod between the inshore and offshore components of the Gulf of Alaska fisheries through 2001. The amendment also revised the 1999 interim groundfish specifications to reflect these allocations and promote the goals and objectives of the FMPs.

59 Moratorium Extensions

These sister amendments extended the Vessel Moratorium Program (VMP) from January 1 through December 31, 1999. The extension prevented a one-year gap between the VMP's expiration and the implementation of the License Limitation Program on January 1, 2000.

53 Shortraker/Rougheye Rockfish Allocation in Aleutian Islands by Gear

Amendment 53 allocates Aleutian Islands shortraker and rougheye rockfish between trawl and non-trawl vessels. The action prevents incidental trawl catch from closing non-trawl fisheries and supports the objectives of the FMP.

50 Discards Halibut Donation Program

This amendment authorizes the distribution of Pacific halibut taken as bycatch in specified Alaska groundfish trawl fisheries to economically disadvantaged individuals through authorized tax-exempt organizations. The program is temporary, ending December 31, 2000, and is intended to reduce regulatory discards by allowing dead halibut to be processed for human consumption.

36 Establish Forage Fish Category

This amendment created a forage fish species category and implemented associated management measures. The intended effect was to prevent the development of a commercial directed fishery for forage fish, which are a critical food source for many marine mammal, seabird, and fish species.

G46 Remove Black and Blue Rockfish from Fishery Management Plan

This amendment removed black and blue rockfish from the complex of species managed under the plan. The rule makes conforming changes to the plan implementing regulations to reflect the removal of black and blue rockfish from the complex. The State of Alaska will regulate fishing for these species by vessels registered under State law. This action was necessary to allow the State to implement more responsive, regionally based, management of these species than was currently possible under the plan. The intended effect of this action was to repeal duplicative Federal regulations, provide for more responsive State management and prevent localized overfishing of black and blue rockfish stocks.

34 Atka Mackerel Jig Allocation

This action is necessary to provide an opportunity to a localized, small- vessel jig gear fleet to fish for Atka mackerel in summer months.
