This amendment authorized a comprehensive domestic fishery observer program. It also: established Shelikof Strait area as a management district closed areas around Kodiak Island to bottom trawl gear established for one year, interim Pacific halibut PSC limits for fixed gear (750 mt) and trawl gear (2,000 mt) deleted fishing season dates from the plan but retained them in regulation clarified authority to recommend TACs for additional or fewer target species within the “target species” category.

11 Apportionment of Pollock for Joint Venture Vessels
Amendment 11 was proposed in response to concerns that the domestic annual harvest was being dominated by the joint venture processing fishery (domestic catcher vessels delivering to foreign processing vessels).

G14 Sablefish Gear, Area and Seasonal Allocation, Demersal Shelf Rockfish Management, Optimum Yield Reductions, Halibut Prohibited Species Catch Framework, Habitat Policy, Catcher/Processor Reporting Requirements
This amendment established gear/area restrictions and OY apportionments to gear types for sablefish, established a Central Southeast Outside District with 600 mt OY for demersal shelf rockfish, and changed OYs for pollock, Pacific Ocean perch, other rockfish, Atka mackerel, and other species. It also revised the reporting system for catcher/processors, implemented a framework procedure for setting and revising halibut PSC limits, and implemented NMFS habitat policy. Finally, it set seasons for hook and longline and pot sablefish fisheries and defined directed fishing.

9 Reporting Requirements, Habitat Protection Policy
Rapid growth of the domestic groundfish fleet led to the development of reporting requirements of catch information by vessels that process their catch at sea. While fish tickets collected catch data from vessels landing at shore-based processing facilities, the action was aimed at collecting necessary and timely catch information from at-sea processors on extended trips.

G13 Increase Pollock Optimum Yield, Adjust Pollock Management Areas
This amendment adjusted the management of the pollock resource by combining the Western and Central Regulatory Areas of the Gulf of Alaska for management and increasing the optimum yield of pollock for the combined area from 200,000 metric tons (mt) to 400,000 mt. The intent is to allow both the harvest of the increased surplus production of the pollock resource and the distribution of fishing effort according to pollock availability. It made permanent regulations implemented by an emergency Interim rule that became effective March 20, 1983.

7 Relax Foreign Longline Restrictions in Winter Halibut Savings Area
This amendment allowed the foreign longline fleet to fish in the shallow waters of the Winter Halibut Savings Area so as to allow them to catch their allocation of Pacific cod. However, the depth restriction would be re-imposed if the foreign longline fleet in the entire BSAI caught 105 metric tons of halibut as bycatch during the 12 month period of June 1 through May 31.

3 Specification of Halibut, Crab, and Salmon Prohibited Species Catch Limits for Foreign Fleet
This amendment established a management system to reduce the incidental catch of salmon, Pacific halibut, king crab, and Tanner crab in the foreign trawl fishery. This action was intended to reduce the incidental catch and unnecessary mortality of these species in foreign groundfish operations while still allowing the foreign fisheries an opportunity to harvest their groundfish allocations. This management system was proposed in response to a growing concern that the general prohibition against taking and retaining prohibited species had not reduced their incidental catch in the foreign trawl fishery, which adversely affected the domestic target fisheries that fully utilized salmon, Pacific halibut, king crab, and Tanner crab.

Established 1984 and 1985 salmon PSCs for the foreign trawl fishery. This amendment was a regulatory amendment which fell within the purview of Amendment 3 and did not require formal Secretarial approval.
