This action is necessary to minimize Chinook salmon bycatch in the Bering Sea pollock fishery while maintaining the potential for the full harvest of the pollock total allowable catch. It establishes a Chinook salmon prohibited species catch limit combined with incentive plan agreements and performance standards designed to minimize bycatch to the extent practicable in all years.

92 Rescind Latent Trawl Gear Licenses

This action is necessary to revise trawl gear endorsements under the License Limitation Program based on recent participation in trawl fisheries. It removes endorsements from licenses that do not meet minimum recent landing requirements, provides exemptions for certain limited access privilege programs, and establishes new Aleutian Islands endorsements for qualifying trawl catcher vessel licenses.

62 Single Geographic Location and Inshore/Offshore Language Changes

NOAA Fisheries issued regulations implementing Amendments 62/62 to increase operational flexibility for AFA stationary floating processors processing Bering Sea pollock while requiring them to maintain their historical processing locations for GOA pollock and Pacific cod. The amendments revise the BSAI Catcher Vessel Operational Area and remove an obsolete sunset date for GOA inshore/offshore sector allocations.

73 Remove Dark Rockfish from the FMP

This action is necessary to remove dark rockfish from the Bering Sea and Aleutian Islands and Gulf of Alaska groundfish fishery management plans and transfer management responsibility to the State of Alaska. It is intended to allow more responsive, regionally based management of dark rockfish and improve conservation and management of the species.

88 Aleutian Islands Habitat Conservation Area Boundary Adjustment

This action is necessary to improve habitat protection within the Aleutian Islands Habitat Conservation Area. It revises the boundary to prohibit nonpelagic trawling in an area with known coral and sponge habitat while allowing nonpelagic trawling in an area that was historically fished and where the occurrence of corals and sponges is unknown.

79 Groundfish Retention Standard Program for the Non -American Fisheries Act Trawl Catcher Processing Sector

This action is necessary to reduce bycatch and improve the utilization of groundfish harvested by non-AFA trawl catcher/processors in the Bering Sea and Aleutian Islands. It establishes a groundfish retention standard for trawl catcher/processors 125 feet or greater that are not listed American Fisheries Act catcher/processors.

85 Pacific Cod Allocation III

This action is necessary to revise allocations and management of Bering Sea and Aleutian Islands Pacific cod to reduce uncertainty and maintain stability among fishing sectors. It modifies sector and seasonal allocations, establishes procedures for reallocating unharvested Pacific cod, revises sector definitions and sideboard restrictions, and increases the Pacific cod allocation to the Community Development Quota Program to 10.7 percent.

84 Modify Existing Chinook and Chum Salmon Savings Areas

This action is necessary to improve the effectiveness of salmon bycatch measures in the Bering Sea and Aleutian Islands. It exempts pollock vessels participating in an inter-cooperative agreement to reduce salmon bycatch from Chinook and chum salmon savings area closures and exempts non-pollock trawl vessels from chum salmon savings area closures because these fisheries intercept minimal amounts of salmon.

It allocates several non-pollock groundfish fisheries among fishing sectors and establishes a limited access privilege program that facilitates harvesting cooperatives for the non-American Fisheries Act trawl catcher/processor sector.
